The bicyclist approaching from the far side has crossed. The one headed away from the camera is still waiting. The traffic that was waiting to his right has just started up on a new green light -- note back end of the white taxi at the left side of the photo. Probably he is waiting for another vehicle coming across the bridge, but the bridge is arched, so it is prudent to wait even if none can be seen.
